Sexual Assault Response Team (SART) Toolkit (September 2018) OVC-Sponsored, Grant, 0 pages, NCJ 252125.
This second edition of the SART Toolkit provides resources for communities wanting to develop SARTs — coordinated teams of people who serve victims of sexual assault — and for communities wanting to improve their SART responses. The toolkit reviews the basics, lays out the steps involved building a SART, outlines strategic planning for SART operations, and describes how to remain focused on serving victims of crime.

Vision 21: National Resource Center for Reaching Victims (August 2018) OVC, Fact Sheet, OVC Fact Sheets, 2 pages, NCJ 251958.
This fact sheet describes the OVC-funded National Resource Center for Reaching Victims project. The center seeks to be one-stop shop where providers, policymakers, and other professionals will be able to obtain information and expert guidance to enhance their capacity to identify, reach, and serve all victims, especially those from communities that too often have less access to healing services and avenues to justice.

Vision 21: Center for Victim Research (August 2018) OVC, Fact Sheet, OVC Fact Sheets, 2 pages, NCJ 251959.
In response to the victim assistance field’s call for increased statistical data, evidence-based practices, and program evaluation, OVC funded the creation of the Center for Victim Research. This fact sheet describes how the Center is tool for victim service providers and researchers to connect and share knowledge, supports the field in two ways. It facilitates access to victim research and data while improving the utility of research and data collection to crime victim services nationwide.

2016 Victim Needs Assessment (2017) OVC-Sponsored, Grant, 139 pages, NCJ 250718.
This study provides an initial benchmark reading on the proportion of people in Illinois who are affected by violent crime and what needs result from their victimization. This research also explores how victims’ needs are met by victim services providers in Illinois and where gaps in service delivery currently exist.

National Best Practices for Sexual Assault Kits: A Multidisciplinary Approach (August 2017) NIJ, Electronic Document, 140 pages, NCJ 250384.
This report contains 35 recommendations that help provide a roadmap for agencies to develop or advance their policies and protocols for untested sexual assault kits. The recommendations are rooted in a victim-centric, multidisciplinary approach that encourages victim engagement and increases the potential for legal resolutions.

Effectiveness of Coordinated Outreach in Intimate Partner Violence Cases: A Randomized, Longitudinal Design (March 2011) NIJ-Sponsored, Grant, 142 pages, NCJ 238480.
The current study tested the prediction that early coordinated victim outreach would improve criminal justice outcomes as well as increase victim safety and empowerment among victims of intimate partner violence (IPV). In collaboration with research, criminal justice, and community-based partners, this project evaluated an innovative outreach program for racially and ethnically diverse IPV victims whose cases had come to the attention of the criminal justice system.

Center for Victim Research
The OVC-funded Center for Victim Research is a tool for victim service providers and researchers to connect and share knowledge. CVR facilitates access to victim research and data while improving the utility of research and data collection to crime victim services nationwide. CVR’s library collection offers open-access research materials, special access to research for VOCA-funded organizations, and free training.

CrimeSolutions.gov is a searchable online database of evidence-based programs covering a range of justice-related topics, including victim assistance programs; corrections; courts; crime prevention; substance abuse; juveniles; law enforcement; and technology and forensics. The site is a tool to understand, access and integrate scientific evidence about programs into programmatic and policy decisions.
 
National Criminal Justice Reference Service (NCJRS)
Sponsored by the Office of Justice Programs, NCJRS offers information on victimology and victim assistance, criminal justice, juvenile justice, information to support research, policy, and program development worldwide. NCJRS supplies the victim services field with resources, publications, and program information. The NCJRS library collection includes more than 30,000 resources relevant to the field.
 

Non-Governmental Resources

Helping And Lending Outreach Support (HALOS)
HALOS's mission is to provide resources and special opportunities to abused and neglected children and their caregivers through partnerships with faith-based and other community organizations. HALOS matches community donations to the needs of foster children and children cared for in the homes of family members other than their parents. OVC produced a toolkit available at www.ovc.gov/halos which offers lessons learned and suggests strategies for establishing programs like HALOS wherever foster families and relatives need additional support for the children in their care.
