Vision 21: Transforming Victim Services Final Report (May 2013) OVC, Report, NCJ 239957.
The Vision 21: Transforming Victim Services initiative was launched by OVC in fall 2010 to expand the vision and impact of the crime victim assistance field. This Final Report provides a set of findings and broad recommendations, informed by stakeholder forums and literature reviews, that form a framework for strategic, transformative change. The Final Report outlines ways the field can overcome the obstacles it faces and change how it meets victims' needs and addresses those who perpetrate crime.

Using Federal Law To Prosecute Domestic Violence Crimes in Indian Country Guide/DVD (October 2012) OVC, OVC Videos, 40 pages, NCJ 238639.
This DVD and companion facilitator's guide provide guidance on how to successfully prosecute in federal court domestic violence offenders who commit crimes in Indian Country. The video incorporates case studies of actual prosecutions, while the guide provides an overview of relevant legal principles and key points for discussion. The materials also discuss circumstances common in tribal domestic violence prosecutions, such as offender recidivism, recanting victims, safety planning, and federal and tribal criminal justice and social service professionals working collaboratively to ensure victims' safety and community justice.

Attorney General Guidelines for Victim and Witness Assistance 2011 Edition (Revised May 2012) (May 2012) OVC, 66 pages, NCJ 235121.
These guidelines establish policy and provide guidance to be followed by U.S. Department of Justice personnel in their interactions with crime victims and witnesses. Effective October 1, 2011, these guidelines clarified DOJ's responsibilities to provide mandated rights and services enumerated in the Crime Victims’ Rights Act (CVRA) and the Victims' Rights and Restitution Act (VRRA) as well as other statutory requirements. Furthermore, the guidelines examine the unique requirements of vulnerable victims, including a recent update in May 2012 that addresses the scope of the federal child abuse reporting requirement under section 13031 of the Victims of Child Abuse Act of 1990, 42 U.S.C. § 13031.

Children's Justice Act Partnerships for Indian Communities (June 2008) OVC, OVC Fact Sheets, FS 000314.
Since 1989, OVC's Children's Justice Act grant program has provided funds and technical assistance to help AI/AN communities to better handle serious child abuse cases from disclosure and investigation through prosecution and case resolution. This fact sheet discusses activities funded through CJA, eligibility, and supportive training and technical assistance for grantees.

The Voices of Victims video series is a five-tape collection designed to educate criminal justice and social service professionals and the general public about victims' rights. Investigation and Prosecution of Sexual Assault, Domestic Violence, and Stalking (August 2010) NIJ-Sponsored, Grant, 246 pages, NCJ 236429.
This examination of sexual-assault, domestic-violence, and stalking cases reported to Alaska State Troopers during various time periods addressed characteristics of suspects, victims, incidents, witnesses, and legal resolution, with attention to predictors of legal resolutions, and whether rural cases were less likely to have successful legal resolutions.

Elder Abuse Emerges From the Shadows of Public Consciousness (April 2010) NIJ, Article, NIJ Journal, 4 pages, NCJ 229883.
This article reports on two studies sponsored by the National Institute of Justice that examined the prevalence of elder abuse and its detection through the forensic examination of the difference between accidental and inflicted bruising. The article concludes with descriptions of elder abuse cases in which prosecutors and victim-witness advocates have cooperated in gaining convictions of perpetrators of elder abuse.

USA Bulletin: Victims' Rights (January 1999) DOJ, Bulletin, 96 pages, NCJ 175038.
This United States Attorneys' bulletin is dedicated solely to victim-witness matters, with emphasis on the role of prosecutors. This special 96-page issue also chronicles legislation from the past two decades that provides procedural and remedial rights to victims, such as the Mandatory Victims Restitution Act of 1996, the Emergency Witness Assistance Program, the Crime Victims Fund, and the Drug Victim Initiative.

Resource Guidelines: Improving Court Practice in Child Abuse and Neglect Cases (1995) OJJDP-Sponsored, 170 pages, NCJ 156842.
These guidelines aim to set forth the essential elements of properly conducted family court proceedings in cases involved child abuse and neglect by describing family court functions, outlining the efficient maintenance of court calendars, explaining court staffing and organizational issues, and clarifying associated costs with these procedures.

National Crime Victim Law Institute (NCVLI): National Clinic Network
The National Crime Victim Law Institute (NCVLI) actively promotes balance and fairness in the justice system through crime victim centered legal advocacy, education, and resource sharing. NCVLI supports pro bono legal clinics in eleven states. These clinics provide free legal counsel and support services to victims in state and federal criminal proceedings and, in some cases, tribal and juvenile courts. NCVLI provides intensive technical assistance, training, and support to the twelve clinics. NCVLI educates and conducts trainings on the enforcement of victims' rights to criminal justice professionals around the country, as do some of the clinics in the respective jurisdictions they cover.
