Vision 21: Transforming Victim Services Final Report (May 2013) OVC, Report, NCJ 239957.
The Vision 21: Transforming Victim Services initiative was launched by OVC in fall 2010 to expand the vision and impact of the crime victim assistance field. This Final Report provides a set of findings and broad recommendations, informed by stakeholder forums and literature reviews, that form a framework for strategic, transformative change. The Final Report outlines ways the field can overcome the obstacles it faces and change how it meets victims' needs and addresses those who perpetrate crime.

Terrorism and International Victim Assistance Services (TIVAS) Brochure (March 2008) OVC, BC 000753.
This brochure was developed for crime victims and service providers as a comprehensive, accessible source of information about specific programs that support victims of domestic and international terrorism and mass violence, as well as victims of global crimes, such as child abduction and tourist-targeted victimization. The programs described in this brochure are the Antiterrorism and Emergency Assistance Program, the International Terrorism Victim Expense Reimbursement Program, the Crime Victim Assistance Emergency Fund, and the Victim Reunification Travel Program.

Providing Services to Victims Viewing a Trial at Multiple Locations (September 2006) OVC, 20 pages, NCJ 212293.
To help victims and survivors of mass violence and terrorism, some courts have ordered the closed-circuit transmission of trial proceedings to multiple locations so that victims may more easily participate in the trial process. This e-pub presents a protocol for providing standardized quality services in a safe haven environment to victims during the trial, sentencing, and other court proceedings of those involved in crimes of mass violence and terrorism.

FY 2013 Antiterrorism and Emergency Assistance Program for Crime Victim Assistance (PDF 414 kb)

The Antiterrorism and Emergency Assistance Program is a mechanism by which the OVC Director may award supplemental crime victim assistance to respond to an act of terrorism or mass criminal violence. The criminal act has to be of sufficient magnitude that it overwhelms the affected jurisdiction's or program's ability to respond to the event. There are four types of support available from OVC to respond to these acts-crisis response grants, consequence management grants, criminal justice support grants, and technical assistance and training services. Requests for more than one type of assistance may be combined into one request. The established time frames for funding are flexible and not intended to prohibit the submission of applications at a different time, if warranted. You must contact OVC before submitting an application under this program. Please contact Barbara Robertson at 202–353–3775 or barbara.robertson2@usdoj.gov for more information.

Under the Antiterrorism and Emergency Assistance Program the OVC Director may award supplemental crime victim compensation grants in the aftermath of an act of terrorism or mass criminal violence that occurs within the United States. The criminal act must be of sufficient magnitude that it overwhelms the affected jurisdiction or program’s ability to respond to the event. Funding and other assistance may be provided for an extended period of time if sufficient justification is provided by the applicant. The objective of this program is to improve services and assistance by providing supplemental crime victim compensation to state agencies that administer crime victim compensation programs. 9-11 Healing and Remembrance
The 9-11 Healing and Remembrance Program is a program of the Mental Health Association of New York City (MHA-NYC), funded by OVC. The program aims to assist and support those affected by the 9-11 terrorist attacks as they travel and participate in 10th anniversary events.
 
9/11 Remembrance: Resources Compiled by OVC
This section of the OVC site contains a list of government and nonprofit organizations, programs, publications, and events related to September 11th and victims of terrorism. Created for the observance of the 10th anniversary of September 11, 2001, these resources continue to provide useful information and assistance to victim service professionals and the public.
 

Federal Resources

Antiterrorism and Emergency Assistance Program (AEAP)
OVC manages AEAP, which offers five funding streams to provide timely relief to communities affected by terrorism and criminal mass violence for immediate and ongoing victim assistance services in the form of grants to qualifying applicants (including state victim assistance and compensation programs); U.S. Attorneys' Offices; federal, state, and local governments; and nongovernmental victim service organizations.
 
Federal Bureau of Investigation (FBI)
The FBI is the principal investigative arm of the U.S. Department of Justice. Its mission is to protect the United States from terrorist and foreign intelligence activities; investigate violations of federal criminal law; and provide assistance to federal, state, local, and international agencies.
 
National Criminal Justice Reference Service (NCJRS)
NCJRS is a federally funded resource offering information on victimology and victim assistance, criminal justice, juvenile justice, information to support research, policy, and program development worldwide. NCJRS supplies the victim services field with resources, publications, and program information. The NCJRS library collection includes more than 30,000 resources relevant to the field.
 
September 11th Victim Compensation Fund
The September 11th Victim Compensation Fund (VCF) has been reinstated and will provide compensation for any individual (or a personal representative of a deceased individual) who suffered physical harm or was killed as a result of the terrorist-related aircraft crashes of September 11, 2001, or the debris removal efforts that took place in the immediate aftermath of those crashes. On January 2, 2011, President Obama signed into law the James Zadroga 9/11 Health and Compensation Act of 2010 (P.L. 111-347) which expands the pool of applicants eligible for the Fund to include individuals who experienced injuries associated with the attacks or subsequent debris removal. The VCF site allows users to obtain a list of the kinds of documents and information needed in order to process claims; register for the VCF online, the first step in submitting your claim; fill out an online eligibility form to determine VCF eligibility; submit a claim online; and review Frequently Asked Questions.
 
World Trade Center Health Program
This program monitors, screens, treats and supports responders who responded to the disaster site at the World Trade Center in New York City and who may have been affected physically or mentally by their service. The site is designed to provide information related to all aspects of the World Trade Center Health Program, to highlight new developments in the program as they occur, and to help individuals find information of particular interest for them.
